National Assessment of Achievement of Students Completing Grade 4 in Year 2013

This report presents the findings of a National Assessment conducted in grade 4 for English, Mathematics and Science. The national assessments conducted in grade 4 in year 2003, 2007 and 2009 showed an improvement in in achievement levels of students in First language, English and Mathematics. The 2009 report also revealed inequity in provinces, gender, medium of instruction as well as locality within which education was provided. A need for further national assessment was stressed in earlier studies in order to reliably substantiate the robust conclusions of magnitude of improvement. Over the period of 2003-2009, the same question papers were used in the national assessment. This was to enable comparison of achievement over the period and identify patterns and trends. Even though the test items were not published, it was felt that the use of the same test items over a decade may have resulted in teachers being familiar with them creating a wash back effect. Therefore, there was a need to construct new test items for the 2013 national assessment. This is a technical report published after the national assessment conducted in year 2013 in grade 4.
