This paper presents results from a systematic review of literature that examined the link between participation in large-scale assessments of students’ learning and education policy in the Asia-Pacific region. The study focusses on answering questions such as “What types of assessments have influenced education policy in the region?”, “What are the intended uses of assessments?”, “How do policymakers use assessment data?”, “What education policies have been informed by assessments?”, and “What factors influence the use of assessments in education policy?” A more nuanced understanding of the realities of the policy process at international, national and local levels can help policymakers, educators and other stakeholders to more effectively leverage assessment results at appropriate stages of the policy cycle.
